MVR vs CDL Driving Record Checks: Which One Do You Actually Need?

If you are hiring drivers, your insurance carrier and the FMCSA care about specific records. Ordering the wrong package can void coverage on day one.

Motor Vehicle Records (MVR) and CDL driving records sound interchangeable. They are not. The wrong one in the file is the kind of mistake that voids the commercial auto policy at the first claim.

Standard MVR

  • State-issued driver-record abstract.
  • Shows license status, class, restrictions, traffic violations, accidents, license suspensions.
  • Required for any company using non-CDL drivers — sales reps, technicians, delivery, field service.
  • Most commercial auto carriers require MVRs at hire and annually thereafter.

CDL driving record

  • Required for any driver of a vehicle requiring a Commercial Driver's License.
  • Includes everything in the standard MVR plus FMCSA-mandated data: medical certification status, CDLIS data, drug-and-alcohol clearinghouse query results.
  • The FMCSA Clearinghouse query is a separate transaction with separate authorization — and required at hire and annually for every CDL driver.

PSP — Pre-Employment Screening Program

PSP is the FMCSA's database of crash and roadside-inspection history for commercial drivers. It is not required by FMCSA, but it is required by most commercial auto insurance carriers as a condition of coverage on a new CDL driver.

The decision matrix

  1. Non-CDL driver: MVR at hire + annual MVR.
  2. CDL driver: MVR + FMCSA Clearinghouse query + PSP at hire; MVR + Clearinghouse annual; PSP at hire only.
  3. Mixed fleet: MVR baseline for everyone, add CDL components only on the CDL roles.

What we see go wrong

  • Standard MVR ordered on a CDL driver — no Clearinghouse query in the file, insurance carrier declines the claim.
  • Clearinghouse query authorized but not performed annually — federal violation independent of insurance.
  • PSP skipped on CDL hire — insurance carrier withdraws the coverage rider mid-policy.
